Executive Biography


Over thirty years of experience in Operations, Systems, Compliance, Risk Management, Internal Audit and Control functions performed at two major U.S. banks and two Swiss banks, including consulting assignments in the Operations, Systems, Compliance, Treasury/Foreign Exchange, Trade Finance, International Correspondent Banking departments at numerous domestic and international banks and international organizations such as the World Bank, USAID, and the IFC (International Finance Corporation).

Recent Correspondent Banking AML/CTF projects and other Highlights:
For the International Finance Corporation, a member of the World Bank Group, researched and developed a solution to enable African banks to meet counterparty bank’s Anti Money-Laundering related Due Diligence requirements when establishing international correspondent bank relationships, and to have that information readily accessible for review on a third party, or on its own, web site. Prepared a tool-kit for bankers, and a training program for bank and compliance staff.

As part of a USAID project for the Palestine Monetary Authority (Palestine Central Bank), customized the IFC’s AML Due Diligence procedures for commercial banks in Palestine and held a workshop to train bank and AML Compliance staff at those Banks in the required procedures. As a result of my recommendations, and at the request of the Palestine Monetary Authority, developed the AML Compliance Examination manual for the Banking Supervision Department of the PMA to examine AML compliance at Banks and Money Changers, and held a workshop to train banking supervision staff to perform AML compliance examinations at same. Consulting for the World Bank, I worked with the Egyptian Banking Institute and Central Bank to update and adapt AML/CTF (Anti Money-Laundering and Counter-Terrorism Financing) training modules to Egyptian and Middle Eastern needs for regional training courses provided by the institute.

For Zions Bank, Salt Lake City, Utah, I established the AML function for the International Correspondent Banking department, including the documentation of required Policies and Procedures, implementation of same, and the installation of supporting electronicmonitoring, analytical and reporting systems.

Being trained in Treasury and Foreign Exchange Operations/Risk Management, and in Trade Finance/Letters of Credit, at Citibank, Paris, France, worked on global Treasury operations and Foreign Exchange trading projects at Citibank, New York and Banco Santander, Miami, and audited Trade, Treasury and other banking operations and controls for Citibank and Chase Manhattan Bank over a period of 20 years.

As a consultant, performed operational and risk management reviews of Treasury, Foreign Exchange and Derivatives operations at the African Development Bank in Abidjan, Ivory Coast, and at Barclays New York and Miami, and assisted in the implementation of improvements. Assisted in the customizing and conversion of new Treasury/FX systems at Banco Santander Miami and Zions Bank, Salt Lake City, UT, and developed Policy and Procedure Manuals for Treasury and Foreign Exchange products and services there and at other banks.
